This article guides the process of issuing visas at competent authorities of Vietnam abroad. The detailed content includes steps to take, documents to prepare, and important notes for foreigners to apply for visas smoothly and effectively.

According to Article 17 of the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam in 2014, the regulations are as follows:
1. Within 01 working day from the receipt of the instructions of the competent authority of the Ministry of Foreign Affairs and the passport, the application form for visa issuance with attached photo for the specified cases, the competent authority granting Vietnamese visas abroad issues the visa.
2. In case not under the guidance of the competent authority of the Ministry of Foreign Affairs, after receiving the notification from the agency, organization, individual inviting, guaranteeing, foreigners requiring a visa submit their passport, application form for visa issuance, and photo at the competent authority of Vietnam granting visas abroad. Children under 14 years old are issued a common passport with their father, mother, or guardian and do not need to apply for a visa in case of sharing a passport with their father, mother, or guardian.
Within 03 working days from the receipt of the notification from the immigration control management agency or the competent authority of the Ministry of Foreign Affairs, the competent authority of Vietnam granting visas abroad carries out the visa issuance.
3. The head of the competent authority granting visas of Vietnam abroad issues a visa valid for no more than 30 days for foreigners needing to enter Vietnam to survey the market, travel, visit relatives, or receive medical treatment in the following cases:
a) Persons with working relationships with the competent authority granting Vietnamese visas abroad and their spouses, children, or persons with the written request of the competent authority of the Ministry of Foreign Affairs of the host country;
b) Persons with a letter of guarantee from diplomatic missions, consular offices of countries located in the host country.
