1. What is permanent address?
- A person who is legally resident in a country or territory of which he or she is not a citizen but in which he or she has permanent residence is known as the definition of permanent residence. In a country or territory where a person has legal status as a permanent resident, they will be called a permanent resident when they live here for a permanent period of time.
- On the basis of the following regulations Residence Law 2006 Permanent residence address is defined as follows: "permanent address is the place where a citizen lives regularly, stably, indefinitely at a certain residence and has registered permanent residence".
- But nowadays, for Residence Law 2020 Current law's latest regulations stipulate the concept of permanent residence address with the following content: "permanent address is the place where a citizen lives stably, permanently and has been registered for permanent residence. If that person has lived permanently in a location but has not registered permanent residence in that location. In this case, that person is not considered to have a permanent residence address according to the provisions of law."
- In fact, the place where a person comes from or where their parents permanently reside or is the original address recorded on a person's identification documents is determined to be the permanent address. Permanent residence address is one of the bases for determining an individual's address, not only that, but the permanent residence address is also used to determine which locality the individual belongs to. Permanent residence address is known by that definition as the place where a citizen lives regularly, stably, indefinitely at a certain residence and has registered permanent residence.
- For a citizen to register for temporary residence at a certain facility, they must fully meet the following conditions:
+
Firstly, Citizens who have legal residence in any province can register for permanent residence in that province (regulations on registering permanent residence in the province).+ Second, Citizens meet one of the following conditions such as: having a legal residence, being approved by the person with the household registration book to be included in their household registration book, being mobilized or recruited to work at the agency. , organizations receive salaries from the state budget or under an indefinite-term contract regime and have a legal residence; Previously registered for permanent residence in a centrally run city, now returning to that city to live at his/her legal residence, etc. (regulations on permanent residence registration in centrally run cities)
- The individual's permanent residence registration will be done at the district, town or district police for centrally run cities or at the commune, district town or town police for centrally run cities. province and be issued a household registration book. The duration of an individual's permanent residence registration will be determined based on different factors and the permanent residence period is also determined differently, specifically:
+ Firstly, the person who changes their legal residence or the household representative is responsible for completing the permanent residence registration procedures at the new residence from the date of moving to the new legal residence and is eligible for permanent registration. (Registration), this will be done within 12 months.
+ Second, the person who has the household registration book holder's consent to enter it into his/her household registration book or the household representative is responsible for carrying out permanent residence registration procedures from the date of consent from the household registration book holder, This will be done within 60 days.
+ Third, from the date a child's birth is registered, the father, mother or household representative, guardian, person raising or taking care of the child is responsible for completing permanent residence registration procedures within the time limit. 60 days as prescribed by current law.
Currently, when our government is gradually shifting to digital management, individuals who want to check their results will be based on the provisions in Clause 3, Article 23. Residence Law 2020. Therefore, in this regulation, the registrant goes to the Residence Database to see if the results have been updated with information about their new permanent residence or not.

2. Distinguish between permanent residence and temporary residence?
To distinguish between permanent and temporary residence, in this section 3, the author will use criteria to differentiate such as: concept, residence period, place of registration, registration conditions, registration results.
a. Concept
Permanent residence: On the basis of provisions in Clause 8, Article 3 Residence Law 2020 regulations: "Permanent residence is the place where citizens live stably, permanently and have registered permanent residence."
Temporary residence: Based on the provisions in Clause 9, Article 3 Residence Law 2020 regulations: "Temporary residence is a place where citizens live for a certain period of time outside their permanent residence and have been registered for temporary residence."
b. Nature
Permanent residence: Living long-term, regularly mainly in a place owned by oneself or one's family or rented, borrowed, or rented.
Temporary residence: Living regularly but for a certain period of time, mainly in rented or borrowed houses.
c. Registration conditions
Permanent residence: On the basis specified in Residence law 2020 as follows:
“1. Citizens who have legal residence under their ownership may register for permanent residence in that legal residence.
2. Citizens may register for permanent residence in a legal residence that is not owned by them when the householder and the owner of that legal residence agree in certain legal cases specified in Clause 2, Article 20. Residence Law 2020″.
Belongs to one of the following cases:
+ Have a legal residence;
+ Enter household registration for relatives' home
+ Register for permanent residence in rented, borrowed, or temporary housing
+ Register for permanent residence at a religious establishment or religious establishment with supporting housing facilities
+ Register for permanent residence at a social assistance facility
+ Register for permanent residence in mobile vehicles
On the basis of the provisions in Article 27 Residence Law 2020 stipulates that "citizens who come to live in a legal residence outside the commune-level administrative unit where they have registered permanent residence to work, study or for other purposes for 30 days or more must register." temporary residence".

+ Living at a legal residence outside the commune-level administrative unit where you have registered your permanent residence
+ Living for 30 days or more.
Registration results
Permanent residence: On the basis of provisions in Clause 3, Article 23 Residence Law 2020 Registration results will be updated with information about the registrant's new permanent residence in the Residence Database.
Temporary residence: Based on the provisions in Clause 2, Article 28 Residence Law 2020 Registration results will be updated with information about the new temporary residence and temporary residence period of the registrant into the Residence Database.
