Pursuant to Article 10 Circular 03/2013/TT-NHNN supplemented by Clause 4, Article 1 Circular 27/2017/TT-NHNN (effective until January 1, 2025) stipulates that subjects can look up CIC credit information as follows:

- State management agencies exploit credit information products to directly serve professional activities of inspection, supervision, investigation, prosecution, trial, and judgment enforcement; surveys, social statistics and other purposes as prescribed by law.

- Units under the State Bank exploit credit information products to serve the state management requirements of the State Bank.

- Credit institutions and foreign bank branches exploit credit information services to serve the needs of finding customers, assessing customers' ability to repay debt, managing credit risks and other activities. other banking operations.

- Voluntary organizations exploit credit information services for customer evaluation purposes and other purposes as prescribed by law.

- Borrowers exploit credit information services to check information about themselves and serve other purposes according to the provisions of law.

- In addition to the subjects specified in the above clauses, organizations or individuals when exploiting credit information services about borrowers must have the written consent of that customer.

- Foreign credit information organizations are allowed to exploit credit information products about businesses, including information disclosed in accordance with the law on the basis of memorandums of understanding and cooperation agreements. , service contract signed with CIC.
