Level of administrative sanctions on regulations Violating regulations on issuance, management, and use of ID cards, identity cards, or citizen identification cards in Decree 144/2021/ND-CP in Article 10 as follows:

1. Warning or fine from 300,000 VND to 500,000 VND for one of the following acts:

a) Failure to present ID card, ID card, citizen identification card or ID card number confirmation when requested for inspection by a competent person;

b) Failure to comply with legal regulations on issuance, exchange, and re-issuance of Citizen Identification cards;

c) Failure to return the ID card, ID card or Citizen Identification card to the competent authority when relinquished, stripped of nationality, or canceled the decision to naturalize in Vietnam; Failure to return the ID card, ID card or Citizen Identification card to the agency executing the custody or detention order, the agency executing the prison sentence, or the agency executing the decision to send to a reformatory. , compulsory education establishments, compulsory drug treatment establishments.

2. Fine from 1,000,000 VND to 2,000,000 VND for one of the following acts:

a) Appropriating and using another person's ID card, ID card, citizen identification card or ID card number confirmation;

b) Erasing, modifying or committing other acts that falsify the content of the ID card, ID card, Citizen Identification card or Certificate of ID number;

c) Destroying or intentionally damaging the Identity Card, Identity Card, Citizen Identification Card or Identity Card Number Confirmation.

3. Fine from 2,000,000 VND to 4,000,000 VND for one of the following acts:

a) Forging or using fake papers, documents, or data to obtain an ID card, ID card, citizen identification card, or ID card number confirmation;

b) Providing false information and documents to obtain an ID card, ID card, citizen identification card or ID card number confirmation.

4. Fine from 4,000,000 VND to 6,000,000 VND for one of the following acts:

a) Forging ID card, ID card, citizen identification card or ID card number confirmation without being prosecuted for criminal liability;

b) Using a fake ID card, identity card, citizen identification card or confirmation of identity card number;

c) Mortgage, mortgage, pledge of ID card, ID card or Citizen Identification card;

d) Buy, sell, rent, lease ID cards, ID cards or Citizen Identification cards;

d) Borrowing or lending ID cards, ID cards, and Citizen Identification cards to commit acts contrary to the provisions of law.

5. Additional sanctions:

Confiscate material evidence and means of administrative violations for the acts specified in Points b and c, Clause 2, Point a, Clause 3 and Points a, b, c and d, Clause 4 of this Article.

6. Remedial measures:

a) Forced to return the ID card, ID card, citizen identification card or ID card number confirmation for the acts specified in Point a, Clause 2 and Point dd, Clause 4 of this Article;

b) Forced to return illegal profits obtained from committing administrative violations as prescribed
