4. Case 4: Citizens can register for permanent residence at a belief facility or a religious facility with ancillary housing facilities when they fall into one of the following cases:
- Case 4.1: Religious activists are ordained, appointed, elected, elected, or transferred to religious activities at religious establishments;
- Case 4.2: Representatives of religious establishments;
- Case 4.3: A person whose representative or management board of a religious establishment agrees to register for permanent residence to directly manage and organize religious activities at a religious establishment;

5. 6. Case 6: A person living or working on a vehicle as a mobile worker may register for permanent residence in that vehicle when the following conditions are met:
