This article provides detailed information on the cases in which Vietnamese citizens may not be granted passports while living or working abroad. The article will clarify the reasons for passport refusal and provide guidance on the necessary steps to resolve these issues
Based on the provisions of Article 21 of the Law on Entry, Exit, Transit, and Residence of Vietnamese Citizens 2019, Vietnamese citizens belonging to one of the following cases will not be granted passports:
(1) People who have not complied with administrative penalty decisions for the following violations:
- Intentionally providing false information to obtain, extend, restore, or report the loss of entry and exit documents.
- Forgery or use of fake entry and exit documents for exiting, entering, or staying in a foreign country.
- Giving, receiving, buying, selling, borrowing, lending, renting, pawn, receiving pawn of entry and exit documents; damaging, erasing, repairing entry and exit documents.
- Violating entry and exit document regulations, damaging the reputation or causing harm to the interests of the State.
- Abuse of exiting, entering to infringe on the national security, order, social safety of Vietnam, the legitimate rights and interests of agencies, organizations, or individuals.
- Illegal exiting, entering; organizing, brokering, assisting, harboring, concealing, facilitating others to exit, enter illegally; crossing national borders without following regulations.
- Obstructing or resisting officials in charge of issuing entry and exit documents or controlling entry and exit.

(2) People who are temporarily detained from exiting, except in special cases, the Minister of Public Security agrees with the decision to temporarily detain from exiting on allowing those detained from exiting to leave the country.
(3) Cases for national defense and security reasons as decided by the Minister of National Defense, Minister of Public Security.
