What does the urban development area implementation plan include?

1. Urban development area implementation plan

The urban development area implementation plan includes the contents specified in Article 11 of Decree 11/2013/ND-CP as follows:

- Determine the list of projects in the urban development area based on the Zoning Plan for urban areas of type IV and above, the general plan for urban areas of type V and areas with specialized functions.

- Determine the order of construction investment and progress of urban development investment projects, ensure the implementation of framework technical infrastructure projects and some urgent social infrastructure projects of the area before implementing other component projects.

- Relocation and resettlement plan.

- Capital plan, capital mobilization model.

- Organize management and implementation according to capital mobilization models.

According to the above regulations, the plan for implementing urban development areas includes determining the list of projects in the urban development area based on the Zoning Plan for urban areas of type IV and above, the general plan for urban areas of type V and areas with specialized functions.

And determine the order of construction investment, progress of urban development investment projects, ensure the implementation of framework technical infrastructure projects and some urgent social infrastructure projects of the area before implementing other component projects.

At the same time, the relocation and resettlement plan; capital plan, capital mobilization model; organization, management and implementation according to capital mobilization models are also contents in the implementation plan for urban development areas.

2. What documents are included in the urban development area proposal?

According to the provisions of Article 10 of Decree 11/2013/ND-CP on the content of the dossier proposing urban development areas as follows:

1. Submission.

2. Summary report on the proposed urban development area including:

a) Name of urban development area;

b) Location and boundaries of urban development area (with illustrative diagram);

c) Describe the current status of the urban development area;

d) Explanation of the basis for forming urban development areas;

d) Main nature/functions of the area;

e) Introduce the basic content of the approved urban master plan;

g) Urban development area implementation plan;

h) Expected implementation period;

j) Preliminary estimates and forecasts of investment resources for urban development;

k) Propose a management form or establish an Urban Development Area Management Board according to the provisions of Article 13 of this Decree. Establish a new one or use an existing Urban Development Area Management Board to manage each urban development area.

Accordingly, the urban development area proposal dossier includes a presentation and summary report on the proposed urban development area.

The summary report on the planned urban development area includes the contents specified in Clause 2, Article 10 above. Including the plan for implementing the urban development area.

3. How are urban development areas and implementation plans announced?

Pursuant to Article 12 of Decree 11/2013/ND-CP regulating the announcement of urban development areas and implementation plans as follows:

1. Within 30 days from the date of the decision approving the urban development area, the Provincial People's Committee shall be responsible for organizing the announcement of the urban development area and the implementation plan; providing information and creating conditions for investors to participate in investing in urban development projects.

2. Public announcement of urban development areas and implementation plans shall be carried out through mass media and other methods appropriate to specific local conditions.

3. The announcement content includes the main contents of the Decision approving the urban development area and the Urban Development Area Implementation Plan so that investors know, choose and decide on investment projects.

Thus, within 30 days from the date of the decision approving the urban development area, the Provincial People's Committee is responsible for organizing the announcement of the urban development area and the implementation plan; providing information and creating conditions for investors to participate in investing in urban development projects.
