According to the provisions of Article 4 of the Law on Urban Planning 2009, which has been amended by Article 140 of the Law on Organization of Local Government 2015, urban classification is being carried out based on 6 main types, including special type, type I, type II, type III, type IV and type V. This aims to ensure that urban development takes place in a reasonable manner and accurately reflects the diverse picture of location, function, role, structure and level of socio-economic development of each urban area.
The Government will continue to specify regulations on urban classification in accordance with each stage of socio-economic development, to ensure flexibility and efficiency in the process of urban planning and development.
Based on the provisions of Article 5 of the 2009 Law on Urban Planning and Point c, Clause 3, Article 39 of the 2019 Law on Architecture, the principle of compliance with urban planning plays an important role in ensuring the rational and sustainable organization of urban areas. Both organizations and individuals, when conducting activities related to urban development, must comply with the principles and regulations established to ensure consistency and effectiveness in urban planning.
Organizations and individuals are responsible for complying with approved urban planning, including programs and plans for urban development investment, specialized planning within urban areas, and urban land use plans. In addition, the management of urban construction investment projects, the management of urban space, architecture, and landscape must also be carried out in accordance with established regulations.
Urban planning is not only a tool to shape the image and structure of the city but also ensures that all activities related to construction and development are carried out in a harmonious and sustainable manner. Compliance with urban planning is also related to architectural management regulations, helping to protect and maintain architectural values and urban landscapes.
In short, the principle of compliance with urban planning is an important factor to ensure synchronous and sustainable urban development, while preserving and respecting the cultural and architectural values of the city.
