This article provides detailed information on the regulations within Vietnam's 2017 Tourism Law concerning tourists. Learn about the rights, duties, and legal provisions to ensure a safe, legal, and enjoyable travel experience in Vietnam.
Clause 2, Article 3 of the 2017 Law on Tourism regulations: "Tourists calendar is a person who travels or combines travel, except in the case of going to school or working to receive income at the destination". According to the provisions in Article 10 of the 2017 Tourism Law, There are the following types of tourists:
"1. Tourists include domestic tourists, international tourists to Vietnam and tourists going abroad.
2. Domestic tourists are Vietnamese citizens or foreigners residing in Vietnam traveling within the territory of Vietnam.
3. International tourists to Vietnam are foreigners and Vietnamese people residing abroad who come to Vietnam for tourism.
4. Outbound tourists are Vietnamese citizens and foreigners residing in Vietnam traveling abroad."
The 2017 Tourism Law has added a number of basic rights of tourists. Specifically at Article 11 of the Law on Tourism 2017 regulations:
"1. Use travel services provided by organizations or individuals doing tourism business or travel on your own.
2. Request organizations and individuals doing tourism business to provide information about tourism programs, services, and destinations according to signed contracts.
3. Favorable conditions for exit, entry, transit, customs, residence, and travel within the territory of Vietnam are provided in accordance with the provisions of law and international treaties of the Socialist Republic of Vietnam. Vietnam Communist Association is a member.
4. Be guaranteed legal rights and interests according to contracts signed with organizations and individuals doing business and providing tourism services.
5. Be treated equally; ensure safety of life, health, and property when using tourism services; respect for honor and dignity; rescue and rescue in case of emergency.
6. Complain, denounce, and sue for violations of tourism laws.
7. Make recommendations to organizations and individuals managing tourist areas, tourist attractions, tourism service providers and competent state agencies on issues related to tourism activities.
8. Be compensated for damages according to the provisions of law."
The 2017 Law on Tourism affirms that tourists have the right to travel on their own or use travel services provided by organizations and individuals doing tourism business. Vietnam recognizes the right of tourists to choose their form of travel as a fundamental right in the Tourism Law. The 2017 Law on Tourism also recognizes the right of visitors to give feedback and make suggestions about service quality, and stipulates the responsibilities of agencies and organizations in receiving and resolving these complaints to support tourists. calendar.:
"1. Comply with Vietnamese laws and the laws of the country and territory where you travel; behave civilly, respect local customs, practices, and cultural identities, protect and preserve tourism resources and the tourism environment; does not harm the national image and national cultural traditions of Vietnam.

3. Payment of service fees according to the contract, fees, charges and other revenues as prescribed by law.
4. Compensate for damages according to civil law provisions."
When traveling, especially internationally, each traveler truly acts as an ambassador of his or her country. Their behavior and conduct are important criteria for international friends to evaluate a country and its people. There have been negative cases related to the awareness of some Vietnamese tourists when traveling abroad, such as theft, food waste, littering, jostling, smoking and causing disorder in places. public, this has negatively affected the image of the country and people of Vietnam.
To deal with this situation, the 2017 Law on Tourism has added regulations requiring tourists to comply with the laws of the country or territory they visit, behave civilly and not harm their image. Vietnam's national and cultural traditions, in order to enhance the image of Vietnamese people and protect national reputation when traveling abroad.

Besides, Article 13 Tourism Law 2017 Regulations on ensuring safety for tourists:
"1. Competent state agencies, within the scope of their duties and powers, take measures to ensure security, order and social safety at tourist areas and tourist attractions.
2. Organizations and individuals managing tourist areas and tourist attractions take measures to prevent and avoid risks and organize protection, rescue and relief departments for tourists.
3. Organizations and individuals doing tourism business are responsible for warning about risks causing danger to tourists; Timely notification and instructions to tourists in case of emergency; Apply necessary measures, coordinate with relevant agencies, organizations and individuals in rescuing tourists."
Ensuring the safety of tourists is an important and comprehensive task, requiring close coordination between state agencies, tourist area management organizations and tourism businesses. Competent state agencies need to implement measures to ensure security, order and social safety at tourist areas to maintain a safe tourist environment.
Organizations and individuals managing tourist areas must establish risk prevention measures and maintain an effective security team and rescue system to respond promptly in emergency situations. At the same time, tourism businesses need to provide complete information, risk warnings and clear instructions to protect tourists and improve service quality. All of these factors not only ensure safety for guests but also contribute to enhancing the reputation and sustainable development of the tourism industry.
Although Vietnam has a lot of tourism potential, there are still many limitations such as substandard service quality, and the situation of "pushing", robbery, theft, and fraud still occurs, causing serious problems. frustrating for tourists and negatively affecting the tourism industry. To ensure convenience for tourists in exercising their right to petition in practice,
"1. Organizations and individuals doing tourism business, managing tourist areas and tourist attractions shall organize to receive and promptly resolve complaints from tourists within the scope of management.
2. People's Committees at all levels, within the scope of their duties and powers, organize to receive and resolve complaints from tourists in the area.
3. The Ministry of Culture, Sports and Tourism, within the scope of its duties and powers, receives, resolves or coordinates with competent state agencies to resolve tourists' complaints."
The resolution of tourists' complaints is clearly regulated in competent agencies and organizations. Organizations and individuals doing tourism business, along with management units of tourist areas and tourist attractions, must receive and promptly resolve complaints from guests within their management scope. People's Committees at all levels are also responsible for receiving and processing petitions from tourists in their areas. The Ministry of Culture, Sports and Tourism takes on the role of receiving and resolving recommendations or coordinating with other state agencies to handle issues related to tourists.
