When is temporary restricted area set up in aviation activities?

Based on Article 4 of Circular 13/2019/TT-BGTVT regulating the establishment of temporary restricted areas as follows:
'4. In cases where enhancing aviation security at airports, aerodromes, or protecting the scene or serving civil aviation activities is necessary, a new temporary restricted area may be established. The aviation security control unit at the airport shall propose to the airport operator to establish and notify the Airport Authority, regular operating agencies in that area immediately. The establishment of temporary restricted areas must meet the following requirements:
- Have a time limit;
- Have a hard or soft fence as a boundary; have appropriate warning signs;
- Have aviation security checkpoints and security control personnel set up to inspect and monitor during the establishment period;
- Have appropriate aviation security measures;
- If the temporary restricted area is set for more than 24 hours, written consent from the Civil Aviation Authority of Vietnam is required.
Accordingly, the establishment of temporary restricted areas in aviation activities is carried out in the following cases:
- Enhancing aviation security at airports, aerodromes;
- Protecting the scene;
- Serving civil aviation activities.
