Issuing temporary residence cards for foreigners in Vietnam at provincial police

1. Implementation sequence:

• Step 1: Prepare documents according to legal regulations.
• Step 2: Submit application:

* The inviting or sponsoring agency, organization or individual shall directly submit the application for temporary residence card for foreigners in the cases specified in Clause 2, Article 36 of the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam to the Immigration Department of the provincial-level Public Security where the inviting or sponsoring agency or organization is headquartered or where the inviting or sponsoring individuals reside.

Or submit the application online via the National Public Service Portal or the Ministry of Public Security's Public Service Portal and send additional documents via public postal service according to the notification of the Immigration Department on the National Public Service Portal or the Ministry of Public Security's Public Service Portal (if any).

The officer receiving the application checks the legality and content of the application:

+ If the application is complete and valid, the application will be accepted, printed and issued a notice of appointment to return the results to the applicant; the fee will be requested to be paid to the fee collector. The fee collector will collect the money, hand over the receipt to the applicant for a temporary residence card or post a notice on the National Public Service Portal or the Ministry of Public Security Public Service Portal requesting the applicant to pay online for a temporary residence card and receive an electronic receipt.

+ If the application is missing or invalid, the officer receiving the application will provide instructions or notify on the National Public Service Portal or the Ministry of Public Security Public Service Portal for the applicant to complete the application.

+ In case of ineligibility, the application will not be accepted, a written response or notification will be sent to the National Public Service Portal or the Ministry of Public Security Public Service Portal, stating the reason.

Time to receive documents: From Monday to Saturday morning every week (except Tet and holidays).

Step 3: return results.

+ The person requesting the temporary residence card shall receive the result directly at the Immigration Department of the Provincial Police. When coming to receive the result, bring the appointment letter for receiving the result, personal identification documents, and payment receipt for comparison. In case of requesting to receive the result via postal service, follow the instructions of the agency providing the public postal service.

+ In case the temporary residence card has not been issued, a written response or notification will be sent to the National Public Service Portal or the Ministry of Public Security Public Service Portal, stating the reason.

Time to return results: From Monday to Friday every week (except Tet and holidays).

3. Requirements to be fulfilled

* Agencies, organizations and enterprises with headquarters located in the locality when requesting to issue temporary residence cards to foreigners must submit documents as prescribed in Clause 2, Article 16 of the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam to the Immigration Management Agency of the provincial-level Public Security. The documents include:

Certified copy of license or decision of competent authority on establishment of organization.

Document introducing the seal and signature of the authorized person of the organization.

The above application is only submitted once. When there is a change in the application content, the agency or organization must notify the immigration authority in writing to supplement the application.

Foreigners entering the country for purposes of activities in accordance with the provisions of Vietnamese law, and not subject to suspension of entry or temporary exit as prescribed in Article 21 and Article 28, and foreigners in cases eligible for temporary residence cards as prescribed in Article 3.
