Sustainable natural resource governance in Vietnam is a crucial task for environmental protection and socio-economic development. Vietnam faces numerous challenges such as over-exploitation, environmental pollution, and climate change. To address these issues, effective management policies, community involvement, and advanced technology applications are needed. International cooperation also plays a significant role in sharing experiences and resources to implement sustainable governance solutions.
The current state of development in our country up to now is still essentially "brown" in nature, meaning development in which economic growth and development rely heavily on the exploitation and use of natural resources. and the environment exceeds the self-recovery threshold of nature, the threshold of receiving environmental waste, causing damage, pollution, and environmental degradation. Besides the advantages and opportunities, the (albeit gradual) transition to green and sustainable is facing many problems and challenges... . Our country's economic growth in recent times has been and is being evaluated as impressive, and certainly cannot be considered sustainable when taking into account the loss and damage of environmental resources. There have been opinions that this growth is due to "transferring losses to resources and the environment"..
Many opinions say that the capacity for natural resource management in Vietnam, especially mineral resource management, still has many shortcomings. At the 6th Global Conference on "Mining Industry Transparency Initiative" in Sydney (Australia), in the Resource Management Index Assessment Report, Vietnam had the lowest index, ranked at 43rd place, last in group 3 - a group of countries with weak governance capacity. The criteria given in the assessment include: quality and effectiveness of the legal system; level of information transparency; inspection, monitoring and overall environmental capabilities.
Resource governance in Vietnam has certain limitations, including a decline in monitoring, coordination and policy enforcement. One of the reasons is the lack of capacity to measure the factors that need to be monitored; Ineffective coordination and responsibility between relevant levels of sectors and localities.
Accordingly, solutions to strengthen governance capacity need to start from improving institutional capacity, enhancing the value of sustainable use of natural resources in economic development and ensuring social issues, Prioritize policies to reduce the impact of pollution and depletion on natural resources; Improve risk management capabilities, enhance security of natural resources... Comprehensive management of natural resources in Vietnam also needs to be carried out continuously, on a large scale, according to a coordinated roadmap. comprehensive management with a complete and transparent national data and information system, serving as a basis for building and planning relevant management policies.
In particular, it is necessary to focus and have a truly strong mechanism for meeting the comprehensive criteria of this work instead of just focusing on aspects of state power and economic aspects in allowing or not allowing the exploitation of natural resources. Along with institutions, human capacity, financial capacity, and the participation of civil organizations are requirements to implement important policies. Information transparency, strengthening monitoring capacity, and State accountability in the natural resource management process need to be implemented urgently. Along with that, an effective mechanism must be created to arouse the spirit and realize the responsibility of the community, social organizations, and each citizen in protecting and regenerating natural resources. course. Sustainable development of the environment and sustainable management of natural resources, in the end, will only become a reality when both the State and people can clearly see their own gains and losses in it.
