Climate change is having a profound impact on all aspects of life, including land use and management. Land use planning needs to adapt to climate change to ensure sustainable development and reduce disaster risks. Integrating climate factors into land use planning not only helps protect the environment but also optimizes the use of land resources. This article will analyze why land use planning needs to adapt to climate change and the benefits it brings.
1. How long is the land use planning period?
Pursuant to Article 37 of the 2013 Land Law, amended by Clause 1, Article 6 of the 2018 Law on Amendments and Supplements to Laws related to planning, the planning period and land use plan are stipulated as follows:

1. The land use planning period is 10 years. The vision of national land use planning is from 30 years to 50 years and the district level is from 20 years to 30 years.
2. The period of national land use plans, provincial land use plans, national defense land use plans and security land use plans is 05 years; district land use plans are prepared annually.
Accordingly, the land use planning period is 10 years. In addition, the land use planning period is 05 years for land use plans in other administrative units and for district-level land use plans which are prepared annually.
3. Land use planning must adapt to climate change.
Pursuant to Article 35 of the 2013 Land Law, amended by Clause 1, Article 6 of the 2018 Law on Amendments and Supplements to Laws related to planning, the principles for making land use planning and plans are stipulated as follows:
3.1. Principles of land use planning and planning
1. Land use planning must comply with the provisions of law on planning and the following principles:
a) National land use planning must ensure the specificity and connectivity of regions; district-level land use planning must reflect the land use content of commune level;
b) Strictly protect land for rice cultivation, protective forest land, and special-use forest land;
c) Ensure a balance between land use needs of sectors, fields, and localities and the country's capacity and land fund to use land economically and effectively;
d) Rational exploitation of natural resources; adaptation to climate change;
d) The content of land allocation and use in national sectoral planning, regional planning, and provincial planning must ensure consistency with national land use planning.
Accordingly, land use planning must comply with climate change adaptation. In addition, land use planning must also ensure a balance between land use needs, regional connectivity, strict protection of rice-growing land, protective forest land, special-use forest land, rational exploitation of natural resources and must ensure compliance with national land use planning.
3.2. Does the basis for establishing national land use planning depend on socio-economic conditions?
Pursuant to Clause 1, Article 38 of the 2013 Land Law, amended by Clause 1, Article 6 of the 2018 Law on Amendments and Supplements to Laws related to planning, the provisions on national land use planning and plans are as follows:
3.3. National land use planning and planning
1. The basis for establishing national land use planning includes the basis prescribed by law on planning and the following bases:
a) Natural, economic and social conditions;
b) Current status of land use, land potential and results of implementation of national land use planning in previous periods;
c) Land use needs of sectors, fields and at the provincial level.
Accordingly, the basis for establishing national land use planning depends on natural, economic and social conditions. In addition, the basis for establishing national land use planning also depends on the current land use status, land potential and land use needs of sectors and fields.
