Pursuant to Article 4 Circular 35/2019/TT-BYT Specifies the scope of professional activities of medical doctors as follows:

- Specialized medical examination and treatment is performed using specialized techniques of the corresponding specialty and first aid, emergency first aid, emergency care, monitoring, care, and treatment of the patient until the patient is transferred. Other medical examination and treatment facilities.
- Medical examination and treatment, based on the scope of professional activities stated on the practicing certificate, diploma, certificate or certificate and the capacity of the practitioner as a doctor, to assign the practitioner in writing. to perform specific technical expertise at the medical examination and treatment facility under their responsibility.
Pursuant to Article 23 Law on Medical Examination and Treatment 2023 Regulations on medical examination and treatment practice:
Practice medical examination and treatment
1. A person applying for a license to practice under one of the following titles: doctor, physician, nurse, midwife, medical technician, clinical nutritionist, outpatient paramedic and clinical psychologist must practice Medical examination and treatment according to the principles specified in Clause 2 of this Article, except for the following cases:
a) Has completed a specialized training program;
b) Has been granted a practice license by a competent foreign agency or organization and is recognized according to the provisions of Article 29 of this Law.
2. Medical examination and treatment practice is carried out according to the following principles:
a) In accordance with the issued professional diploma;
b) Performed at medical examination and treatment facilities with a scope of professional activities consistent with the practice content;
c) Practice time suitable for each professional title;
d) Practice instruction facilities must assign practice instructors, register a list of practitioners at the facility on the Information System on management of medical examination and treatment activities and issue a certificate of practice. practice for practitioners;
d) The practice instructor must be a practitioner whose scope of practice is consistent with the content of the practice instructions and must be responsible for the practitioner's professional activities during the practice process, unless the practitioner practice of intentionally violating the law;
e) The practitioner must comply with the assignment and instructions of the practice instructor and must respect the rights and obligations of the patient.
3. The Government shall detail this Article.
