The Ministry of Natural Resources and Environment plays a key role in adapting to and responding to climate change in Vietnam. Its responsibilities include developing and implementing national policies and strategies on climate change, monitoring and assessing environmental impacts, and promoting scientific research on climate. In addition, the Ministry is responsible for coordinating with domestic and foreign agencies and organizations to raise public awareness and support activities to mitigate the impacts of climate change. The leadership and direction of the Ministry of Natural Resources and Environment are important factors in achieving the goals of sustainable development and environmental protection. This article will analyze in detail the responsibilities of the Ministry of Natural Resources and Environment in adapting to climate change.
According to Clause 3, Article 90 of the Law on Environmental Protection 2020 (effective from January 1, 2022), the Ministry of Natural Resources and Environment shall preside over and coordinate with ministries and ministerial-level agencies responsible for climate change adaptation as follows:
- Organize the implementation of the provisions at Point a and Point c, Clause 2 of this Article;
- Submit to the Prime Minister for promulgation the National Plan for Climate Change Adaptation and periodically review and update it every 5 years; a system for monitoring and evaluating climate change adaptation activities at the national level; criteria for determining investment projects and climate change adaptation tasks under the approval authority of the Prime Minister; criteria for assessing climate risks;
- Guidelines for assessing impacts, vulnerability, risks, losses and damages due to climate change;
- Develop and implement the National Plan for Climate Change Adaptation;
- Develop and implement a national system for monitoring and evaluating climate change adaptation activities.
