Article 4 of the 2023 Law on Medical Examination and Treatment regulates the state's social policies including:
1. The State plays a leading role in developing medical examination and treatment activities; Mobilize social resources for medical examination and treatment activities.
2. Prioritize state budget allocation for the following activities:
a) Development of medical examination and treatment facilities belonging to local health facilities, and an out-of-hospital emergency system; Focus on investing in medical examination and treatment facilities in border areas, islands, ethnic minority and mountainous areas, areas with difficult socio-economic conditions and areas with poor economic conditions. - particularly difficult society;
b) Medical examination and treatment for people with meritorious services to the revolution; children, the elderly, people with disabilities, people from poor households, people from near-poor households; people living in border areas, islands, areas with difficult socio-economic conditions and areas with extremely difficult socio-economic conditions; people with mental illness or leprosy; people with infectious diseases belonging to group A; People with infectious diseases in group B according to the list prescribed by the Minister of Health;
c) Strengthen the development of medical human resources, especially human resources in the fields of infectious diseases, psychiatry, pathology, forensic medicine, forensic psychiatry, emergency resuscitation and other specialties and fields. Others need priority to meet the needs and conditions of socio-economic development in each period according to the Government's regulations;
d) Research and application of science, technology, and digital transformation in medical examination and treatment.
3. Encourage public-private cooperation; Implement investment incentives in the field of medical examination and treatment. Medical examination and treatment facilities receive preferential credit to invest in improving the quality of medical examination and treatment; are exempted from corporate income tax for the portion of undivided income left to invest in developing medical examination and treatment facilities.
4. Investing in medical examination and treatment facilities in areas with difficult socio-economic conditions, areas with extremely difficult socio-economic conditions and medical examination and treatment facilities operating for non-profit purposes. The profit target is determined to be in the industries and occupations eligible for special investment incentives in the List of industries and occupations eligible for investment incentives.
5. Implement a time-limited rotation regime for practitioners between State medical examination and treatment facilities.
6. Have special treatment policies for practitioners.
7. Have policies to develop human resources for hospital management and administration.
8. Promote the role of social and professional organizations in medical examination and treatment in medical examination and treatment activities.
9. Inheriting and promoting traditional medicine; Combining traditional medicine with modern medicine.
10. Combine military medicine and civilian medicine in medical examination and treatment.
Accordingly, the state plays a leading role in developing medical examination and treatment activities; Mobilize social resources for medical examination and treatment activities.
