Principles for determining the scope of practice of a practitioner

According to Article 10 of Circular 32/2023/TT-BYT, the principles for determining the scope of practice of a practitioner are as follows:

1. Determining the scope of practice of a practitioner must be consistent with the medical-related professional diploma or certificate that the person has been granted or recognized in Vietnam; consistent with the practitioner's capacity to perform medical examination and treatment activities, including the practitioner's professional methods and techniques according to the registered specialty.

2. The scope of practice of a practitioner includes medical examination, treatment, prescribing paraclinical methods, performing medical examination and treatment methods, technical expertise, prescribing drugs, prescribing care and nutritional regimens, evaluating medical examination and treatment results, consulting and educating patients on health according to the professional title and regulations of the Minister of Health specified in Article 11 of Circular 32/2023/TT-BYT corresponding to each title.

3. Ensure quality of medical examination and treatment services and patient safety.

4. Suitable for practical conditions, especially in units with specific characteristics, technical expertise levels in medical examination and treatment, in areas with difficult and especially difficult socio-economic conditions.

5. There is no distinction between practitioners working at technical professional levels in medical examination and treatment and the time of practicing medical examination and treatment.
