Prepare documents: need to prepare the following documents
- Passport/ID card of Vietnamese citizens or equivalent documents (1 original copy with photo).
- Passport/International travel documents/Residence card of the foreigner (1 original copy) prepared by the foreigner.
- Proof of residency to determine the jurisdiction of the marriage registration.
- Marriage registration form with a foreigner.
- Proof of marital status of the foreigner (1 original copy and 1 consular legalization (if required) and translation into Vietnamese).
- Certificate of single status, sworn declaration of single status must be consularly legalized as per regulations, except for cases exempt from consular legalization.
- Health check-up for marriage registration (both male and female); (1 original copy + 1 consular legalization (if required)- and translation into Vietnamese).
- Foreign-issued health check-up certificate must be consularly legalized as per regulations, except for cases exempt from consular legalization. Health examination for marriage with a foreigner should be done at specialized hospitals in mental health. For example: in Ho Chi Minh City: Ho Chi Minh City Mental Hospital; Cho Ray Hospital. In Hanoi: Bach Mai Hospital; Viet - Phap Hospital.

After preparing the full set of documents, you submit the entire documents directly to the District People's Committee where you reside.
If the documents are complete and valid, the recipient writes a receipt, specifying the date and time for returning the result.
After receiving the full set of documents as required, the Legal Section of the District People's Committee will conduct research and review the marriage registration documents.
After determining the valid documents, the parties with the necessary conditions for marriage as per regulations, not falling under the refusal to register marriage, the Legal Section reports to the Chairman of the District People's Committee for consideration and decision.
If the Chairman of the District People's Committee agrees to resolve the matter, he signs 2 original copies of the marriage certificate.
At that time, both parties (male and female) need to go to the District People's Committee where the documents are submitted to receive the marriage certificate, and perform some related procedures.
