According to Clause 17, Article 3 Construction Law 2014 (revised 2020), construction permit is a legal document issued by a competent state agency to the investor for new construction, repair, renovation, and relocation of works.
Base Point a, Clause 7, Article 16 of Decree 16/2022/ND-CP Regulations violating regulations on construction order are as follows:
"Article 16. Violations of regulations on construction order
7. Penalties for organizing construction works without a construction permit that are required by law to have a construction permit are as follows:
a) Fine from 60,000,000 VND to 80,000,000 VND for construction of individual houses;
b) Fine from 80,000,000 VND to 100,000,000 VND for building individual houses in conservation areas, historical-cultural relics or other construction works;
c) A fine from 120,000,000 VND to 140,000,000 VND shall be imposed for construction of works requiring a construction investment feasibility study report or works requiring an economic - technical report for construction investment. build."
Thus, if you build a house without a license, you will be fined from 60,000,000 VND to 80,000,000 VND for building individual houses.
