In the context of increasingly complex climate change, the Party and State have proposed many strategic solutions to effectively respond to the new situation. The solutions include developing renewable energy, improving disaster-resistant infrastructure, and promoting sustainable agriculture. At the same time, raising public awareness and strengthening international cooperation are also emphasized to ensure sustainable development. These efforts not only help minimize the impact of climate change but also contribute to environmental protection and ensuring food security. This article will analyze in detail the solutions of the Party and State in responding to climate change.
Continue to build and perfect institutions and policies: Build and perfect mechanisms, policies, laws on climate change, national standards and regulations in line with the goal of achieving net emissions of "0" by 2050. Review, amend and supplement specialized laws, strategies, planning, and development plans for the period 2021-2030 in line with the goals of the Strategy on climate change adaptation and GHG emission reduction. Build, promulgate and implement the National Strategy on Climate Change for the period up to 2050; Circular stipulating techniques for measuring, reporting, appraising GHG emission reduction and GHG inventory in the waste management sector; relevant technical guidance documents, professional guidance; perfect national marine spatial policies and planning for offshore wind power development; Projects and plans to implement Vietnam's commitments at the COP26 Conference. Institutionalize low-carbon development models and circular economies; effectively apply carbon pricing tools, including carbon taxes, GHG emission trading floors and carbon credits, and connect with regional and global markets. Develop and perfect inter-regional and inter-sectoral coordination mechanisms in responding to climate change; perfect regulations on managing climate change adaptation activities; promote the development of the climate risk insurance market.
Develop and promulgate policies to encourage investment in emission reduction in all sectors; trade and development policies that promote sustainable development; sustainable production and consumption of goods and that do not cause deforestation and forest degradation; sustainable agriculture, promoting food security and avoiding environmental harm.
Strengthen communication, raise awareness and attract community participation: Diversify information methods, exploit the advantages of digital technology, improve the quality of communication on mass media to provide complete, accurate and timely information on hydrometeorological forecasts and natural disaster warnings to authorities at all levels, organizations and households. Develop and implement a national communication program, organize training courses for authorities at all levels, social organizations and communities to raise awareness of climate change adaptation and greenhouse gas emission reduction, towards net zero emissions. Preserve and promote traditional culture and local knowledge in responding to climate change; propagate and replicate activities and models of responding to climate change. Supplement, improve and update knowledge on climate change response in general education programs.
Human resource development: Develop and implement training, retraining and retraining programs on climate change response, renewable energy and new energy use; education and training programs integrating climate change response content at all levels of education. Enhance the capacity of enterprises in accessing and participating in implementing programs and projects according to carbon credit exchange and offset mechanisms and carbon market development. Develop a team of high-quality experts on GHG inventory, GHG emission reduction appraisal, carbon market development, ozone layer protection, and climate change adaptation to meet management requirements and in accordance with the roadmap, domestic regulations and international treaties on climate change to which Vietnam is a member.
Science and Technology Development: Review and improve mechanisms and policies related to promoting technology transfer and innovation to respond to climate change; assess the demand for technology to reduce GHG emissions; develop a list of clean, low-carbon technologies in manufacturing industries to promote application, technology transfer and investment mobilization.
Strengthen scientific research, technology acquisition, application, development and transfer in response to climate change to achieve the goal of achieving net zero emissions by 2050. Propose policies to remove barriers for businesses to invest in research to respond to climate change. Effectively apply information technology and digital technology in developing and implementing solutions to respond to climate change. Integrate research on climate change response solutions suitable to Vietnam's conditions into national science and technology tasks according to the needs of sectors, fields and localities. Prioritize research and implementation of climate change adaptation solutions that have co-benefits with reducing greenhouse gas emissions and socio-economic development.
Mobilizing financial resources for climate change response: Review, amend and supplement mechanisms and policies to remove obstacles, create favorable conditions to attract investment capital flows, green financial flows from financial institutions and international credit organizations into Vietnam, unleash social resources, encourage the participation of businesses and people in climate change response activities; attract international corporations and multinational corporations to Vietnam to cooperate in implementing projects, especially projects to convert energy production and consumption.
Develop a process for allocating the state budget and making public investment plans, plans and estimates of the state budget to ensure effective allocation and use to implement climate change response activities; prioritize the allocation of resources to implement climate change adaptation projects and works that have co-benefits for socio-economic development and greenhouse gas emission reduction. Develop regulations and guidelines for monitoring financial resources and supporting climate change response in accordance with Vietnamese law, requirements of the UNFCCC, the Paris Agreement and international financial mechanisms for climate change response that Vietnam participates in. The study proposes the establishment of a Fund to implement the goal of net zero emissions and climate change adaptation.
Promote international cooperation in responding to climate change: Promote climate diplomacy, actively and proactively participate in regional and global cooperation mechanisms on responding to climate change, especially climate finance mechanisms; improve the effectiveness of bilateral and multilateral foreign affairs on responding to climate change on the basis of equality, cooperation and mutual benefit. Fully implement obligations in international treaties to which Vietnam is a member; actively participate, make substantial contributions, proactively propose new ideas and initiatives in regional and international mechanisms to which Vietnam is a member; participate in the process of initiating and promoting new cooperation mechanisms on responding to climate change. Negotiate to build partnerships and cooperation mechanisms to attract resources and international support for Vietnam to implement international commitments on responding to climate change.
Promote international cooperation in research, development and application of GHG emission reduction technology; implement solutions to adapt to climate change and rising sea levels; forecast, warn and have appropriate response solutions to the transboundary impacts of climate change response activities around the world.
