The Ministry of Natural Resources and Environment also needs to proactively monitor and respond effectively to climate change; green economic development, less waste, reduced greenhouse gas emissions, low carbon; Encourage the development of circular economic models. In particular, there are solutions to minimize the risks caused by climate change, especially drought in the Central Highlands and South Central region, saltwater intrusion, and landslides in the Mekong Delta, even in the northern regions. . The Ministry of Natural Resources and Environment also needs to quickly summarize 10 years of implementing Resolution No. 02-NQ/TW dated April 25, 2011 of the Politburo on strategic mineral orientation and the Mineral Law. Develop and submit for synchronous promulgation documents detailing the Law on Environmental Protection (amended) on schedule. Review and improve legal regulations on water resources and integrated management of seas and islands.

Regarding water resources, Deputy Prime Minister Trinh Dinh Dung also requested to focus on implementing a total inventory of national water resources. Promote the establishment and demarcation of water source protection corridors, and announcement of sanitary protection zones in areas where domestic water is collected.
The Ministry of Natural Resources and Environment needs to strengthen inspection and examination in mineral activities, strictly and thoroughly handle illegal mineral exploitation; Implement environmental protection measures in mineral exploitation.
