The national master plan is an important strategic plan to guide economic and social development and environmental protection nationwide. The content of this plan includes resource allocation and use, infrastructure development, environmental protection, and development orientation of key economic sectors. Pursuant to Clause 2, Article 22 of the 2017 Law on Planning, the national master plan includes the following main contents:
- Analyze and evaluate natural conditions, current state of national development, domestic and international development trends, major development policies and orientations, related plans and projects, and development resources; development trends of science and technology; national military and security areas; conservation areas; areas that need to be preserved, renovated, and restored as historical and cultural relics, scenic spots, and objects that have been inventoried for relics; areas with restricted exploitation and use and areas encouraged for development according to relevant laws;
- Identify development perspectives and goals;
- Forecasting development trends and development scenarios;
- Orientation of socio-economic space development;
- Orientation of marine space development;
- National land use orientation;
- Orientation of airspace exploitation and use;
- Zoning orientation and regional linkage;
- Orientation for development of national urban and rural systems;
- Orientation for development of national social infrastructure sector;
- Orientation for development of national technical infrastructure sector;
- Orientation on resource use, environmental protection, natural disaster prevention and response to climate change;
- List of important national projects and priority order of implementation;
- Solutions and resources to implement the planning.
