This article provides detailed information on the regular citizen reception process issued by the Ministry of Health. Understanding this process will help citizens and health facilities improve interactions and promptly resolve requests and complaints from citizens.
On April 9, 2024, the Ministry of Health issued Decision 890/QD-BYT on the process of receiving citizens.
Accordingly, the process of regular citizen reception is specifically issued by the Ministry of Health, as follows:
Step 1: The Ministry of Health performs the task of regularly receiving citizens (Reference: Article 16, Law on Citizen Reception 2013)
Step 1.1: The Ministry of Health assigns: The Ministry Inspectorate arranges civil servants to perform daily tasks of receiving citizens who come to make complaints, denunciations, recommendations, and reflections according to regulations.
Step 1.2: Ministry Inspectorate: issue a regular schedule for Ministry inspectorate officers to receive citizens and assign 02 officers to receive citizens every morning and afternoon shift every day. (The Ministry Inspectorate periodically issues a regular schedule for receiving citizens every 6 months)
Step 1.3: Civil servants assigned to regularly receive citizens: perform citizen reception duties according to the correct procedures during the assigned shift (1/2 day)
Step 2: The Ministry Inspectorate regularly conducts citizen reception work (Refer to Article 25 and Article 26 of the Law on Citizen Reception 2013)
Step 2.1: Civil servants assigned to receive citizens: Confirm the identity of citizens making complaints, denunciations, recommendations, and reflections and the legality of the representative according to the provisions of law. (Use form BM01-QT-BYT in case of refusal to receive citizens)
Step 2.2: Civil servants assigned to receive citizens: receive and process complaints, denunciations, recommendations, and reflections. (Use form BM02-QT-BYT to receive records and documents provided by citizens)
Step 2.3: Civil servants assigned to receive citizens: record basic information of the citizen reception session in the citizen reception book. (use form BM03-QT-BYT to record information of the citizen reception session)
Step 2.4: Civil servants assigned to receive citizens: In case of receiving a citizen's petition, the person receiving the citizen sends the petition to Room P5 to report to the Ministry Inspectorate Leader for processing. (Implemented immediately after receiving the citizen)
Step 2.5: Ministry Inspectorate: classify and process applications according to regulations on handling complaints, denunciations, recommendations, and reflections, or report to the Ministry's leaders to arrange regular citizen reception. (Within 05 working days from the date of receipt of the citizen's application).
