This article provides detailed information on the procedure for obtaining a medical practitioner certificate in Vietnam. Point b Clause 1 Article 24 Law on medical examination and treatment 2009 conditions regulations issue a practicing certificate For physicians as follows:
"Article 24. Confirmation of practice process
1. A person with a medical-related professional degree issued or recognized in Vietnam, before being granted a practicing certificate, must undergo a period of practice at the following medical examination and treatment establishments:
a) 18 months of practice at a hospital or research institute with hospital beds (hereinafter referred to as hospitals) for doctors;
b) 12 months of practice at the hospital for physicians;...
2. The head of a medical examination and treatment facility is responsible for confirming in writing the practice process for the person who has practiced at his/her facility, including content on time, professional capacity, and ethics. professional ethics."
To be granted a medical practice certificate, you must have 12 months of practice at a hospital. Accordingly, you have worked at a preventive medical center since January 1, 2012, but the preventive medical center is not considered a hospital, so you are not eligible to apply for a medical practice certificate.
To be granted a certificate to practice as a doctor, you must have one 18 months of practice at a hospital or research institute with a hospital bed.
Article 27 of the 2009 Law on Medical Examination and Treatment and Article 7 Circular No. 41/2011/TT-BYT Guidance on granting practice certificates to practitioners and operating licenses to medical examination and treatment facilities stipulates that application dossiers for medical practice licenses (practice certificates) include:
- Application for issuance of a practicing certificate according to form 01 specified in Appendix 01 issued with this Circular and two 04 x 06 cm photos taken on a white background within a period of no more than 06 months prior to the date of application;
- Legal copies of degrees and certificates of professional qualifications appropriate to the scope of practice;
- Certificate of legal practice certified by the Head of the agency (for currently working officials); For retired or retired officials, it can be replaced by a social insurance book or a confirmation of the process of participating in social insurance. If the practice period is at private medical or pharmaceutical facilities, there must be a certificate of practice time and a copy of the labor contract;
- Curriculum vitae certified by the People's Committee of the commune, ward, town (hereinafter referred to as commune) where you reside or by the head of the unit where you work;
- Certificate of good health to practice, issued by a qualified medical examination and treatment facility according to regulations of the Minister of Health.
- Consent letter permitting private medical and pharmaceutical practice outside office hours from the Head of the agency (for working officials); Legal copy of Decision to retire or quit (for retired or retired ministries);
- A commitment to strictly comply with the provisions of the Law on People's Health Protection, the Ordinance on Private Medical and Pharmaceutical Practices, documents guiding the implementation of Laws, Ordinances and relevant professional regulations ( according to form);
- Photocopy of permanent residence and proof (when submitting the application, bring the original for comparison);
- Criminal record card.
