1. Procedures for granting medical practice certificates before January 1, 2024:

Article 28 of the 2009 Law on Medical Examination and Treatment stipulates the procedures for granting and re-granting medical practice certificates as follows:

Step 1: The person requesting the certificate submits the application to the Ministry of Health or the Ministry of National Defense or the Department of Health.

Step 2: Within 60 days from the date of receipt of complete documents, the Minister of Health or the Minister of National Defense or the Director of the Department of Health must issue a practice certificate.

In cases where verification is required for persons trained abroad or with a practice certificate issued abroad, the time limit may be extended but not more than 180 days; if a practice certificate is not issued, a written response must be given stating the reason.

2. Procedures for granting medical practice certificates from January 1, 2024:

Clause 5, Article 30 of the Law on Medical Examination and Treatment 2023 stipulates the issuance of new practice licenses as follows:

Step 1: The person requesting the certificate submits the application to the competent authority.

Step 2: The competent authority that issues the practice license must issue a new practice license within 30 days from the date of receipt of the complete application; in case the practice license is not issued, a written response must be given stating the reasons.

In case it is necessary to verify documents with foreign elements in the application for a new practice license, the new issuance period is 30 days from the date of verification results.
