Pursuant to Article 23 of the Law on Medical Examination and Treatment 2023 (effective from January 1, 2024), a person applying for a license to practice medical examination and treatment (commonly known as a medical practice certificate) under one of the following titles: doctor, physician, nurse, midwife, medical technician, clinical nutritionist, outpatient emergency worker and clinical psychologist must practice medical examination and treatment according to the prescribed principles, except in the following cases:
- Completed specialized training program;
- Has been granted a practice license by a competent foreign agency or organization and is recognized according to the provisions of Article 29 of the Law on Medical Examination and Treatment 2023.
Medical examination and treatment are performed according to the following principles:
- Consistent with the professional degree granted;
- Performed at medical examination and treatment facilities with a scope of professional activities appropriate to the practice content;
- Practice time is appropriate for each professional title;
- The practice guidance facility must assign a practice instructor, register a list of practitioners at the facility on the Information System for managing medical examination and treatment activities, and issue a practice certificate to the practitioner;
- The practice instructor must be a practitioner whose scope of practice is appropriate to the content of the practice instruction and must be responsible for the professional activities of the practitioner during the practice, except in cases where the practitioner intentionally violates the law;
- Practitioners must comply with the assignment and instructions of the practice instructor and must respect the rights and obligations of the patient.
