Currently, the procedure for registering marriage with a foreigner in Vietnam still needs to be done in person, not applying online submission.
The steps of this Process are as follows:
Step 1: Prepare documents
Both Vietnamese citizens and foreigners will need to prepare the required documents listed in item 6 above.
Step 2: Submit marriage registration dossier
The marriage registration dossier will be submitted directly to the competent district People's Committee. Vietnamese citizens can submit the dossier without requiring an authorization letter from the foreigner.
Afterwards, the person receiving the dossier will check the information on the Declaration Form and the validity of the documents in the dossier submitted by the requester.

Step 3: Wait for processing and receive results
After receiving the complete dossier as required, the Justice Division under the district People's Committee will conduct research, examination of the marriage registration dossier.
During the examination process:
After determining that the dossier is valid, the parties are eligible to marry as prescribed, not in cases of refused marriage registration as prescribed, the Justice Department will report to the Chairman of the district People's Committee for consideration, decision.
If the Chairman of the district People's Committee agrees to resolve, then sign 02 original Marriage Certificate.
At that time, the two parties (the male and female parties) will need to go to the district People's Committee where the dossier is submitted to receive the Marriage Certificate, and perform some related procedures.
Note: As mentioned above, in case one or both male and female parties cannot be present to receive the Marriage Certificate, the Justice Department may extend the time to hand over the Marriage Certificate but not more than 60 days from the date of signing the Marriage Certificate as requested in writing by the Justice Department.
After 60 days and the two parties do not come to receive the Marriage Certificate, the signed Marriage Certificate will be cancelled.
