Government agencies play a crucial role in adapting to climate change by developing and implementing environmental protection policies. Their responsibilities include managing natural resources, reducing greenhouse gas emissions, and promoting sustainable development. Additionally, these agencies need to enhance international cooperation and raise public awareness about climate change to ensure a safe and healthy environment for future generations.
Pursuant to the provisions of Article 90 of the Law on Environmental Protection 2020 The following state agencies are responsible for adapting to climate change:
(*) The Ministry of Natural Resources and Environment presides over and coordinates with ministries and ministerial-level agencies to have the following responsibilities:
(1) Organize work implementation:
- Assess impacts, vulnerabilities, risks, losses and damages due to climate change on sectors, regions and communities based on climate change scenarios and forecasts socio-economic development;
- Develop and deploy a system to monitor and evaluate climate change adaptation activities.
(2) Submit to the Prime Minister for promulgation the National Plan to adapt to climate change and periodically review and update every 5 years; system for monitoring and evaluating climate change adaptation activities at the national level; criteria for determining investment projects and climate change adaptation tasks under the approval authority of the Prime Minister; climate risk assessment criteria;
(3) Guidelines for assessing impacts, vulnerabilities, risks, losses and damages due to climate change;
(4) Develop and organize the implementation of the National Climate Change Adaptation Plan;
(5) Develop and organize the implementation of a system for monitoring and evaluating climate change adaptation activities at the national level.
(*) Ministries, ministerial-level agencies and Provincial People's Committees have the following responsibilities:
(1) Implement climate change adaptation activities, natural disaster risk reduction, community-based and ecosystem-based climate change adaptation models; Respond to sea level rise and urban flooding according to the provisions of this Law and other relevant laws; organize assessments of impacts, vulnerabilities, risks, losses and damages due to climate change; annually synthesize and send reports to the Ministry of Natural Resources and Environment;
(2) Develop and organize the monitoring and evaluation of climate change adaptation activities at industry and local levels within the management scope of the industry and field.
Pursuant to the provisions in Clause 1, Article 6 of Circular 01/2022/TT-BTNMT The content of assessing the impact of climate change includes:
+ Assess the impact of climate change on natural systems, including land resources, water resources, mineral resources, forest resources, biodiversity, sea and island resources and other natural resources. other environmental factors;
+ Assess the impact of climate change on the economic system, including production, business, services, and infrastructure in the fields of agriculture, forestry, transportation, construction and urban areas, industry, energy, information and communications, tourism, trade and services, and other related activities;
+ Assess the impact of climate change on the social system, including population distribution, housing and living conditions, medical services, health, culture, education, vulnerable subjects, gender and poverty reduction.
In addition, the assessment of the impact of climate change by specific fields and regions needs to be based on the above assessment content to apply appropriately to the scope of assessment.
