1. Conditions for converting a foreign driver's license to a Vietnamese driver's license
Foreign nationals have been residing, working, or studying in Vietnam for 03 months or more.
Foreign driver's license meets all requirements: valid expiration date, authorized vehicle class, no signs of tampering or damage, no discrepancies in identification.
Do not convert temporary foreign driver's licenses, international driver's licenses.
2. Procedures for converting a foreign driver's license for foreign nationals
Request form for driver's license conversion according to specified form (form for foreign nationals).
Translation of foreign driver's license into Vietnamese. The translation must be certified for translation quality by a notary public or the Embassy, Consulate General in Vietnam.
Copy of passport.
Copy of one of the following documents: temporary residence card, permanent residence card, temporary residence permit, permanent residence permit, verification of long-term residence in Vietnam.

3. Fees for registering for motorcycle driving license test for foreign nationals in Vietnam
The fee for registering for the driving license test for foreign nationals is equivalent to that for Vietnamese nationals, as stipulated in Circular 188/2016/TT-BTC. Including costs such as: application fee, health check fee, and test site fee.
The total cost of the A1 test will range from 650,000 VND to 850,000 VND. A2 test will range from 1,600,000 VND to 1,800,000 VND.
4. Procedure for taking the A1, A2 driving tests for foreign nationals
The form and procedure for taking the A1, A2 driving tests for foreign nationals will be the same as for Vietnamese nationals.
Step 1: Theory test
The A1 theory test consists of 25 questions, requiring 21/25 correct answers. For A2 class, the test consists of 25 questions, requiring 23/25 correct answers. The time for the test is 19 minutes.
Some notes when taking the theory test for motorcycle driving license for foreign nationals
When going to the test, remember to bring a valid passport.
Bring a pen to fill in personal information on the report.
Arrive at the test location at least 30 minutes before the test to practice on the motorcycle before the test.
Check personal information, registration number on the test room list, if there are any errors, report them immediately for timely correction.
If you pass the theory test, you will wait to take the practical test. If you fail, the test participant can leave immediately and wait for the next round of testing.

Step 2: Practical test
The practical test is done on a manual transmission motorcycle for A1 license or on a semi-automatic motorcycle for A2 license. The practical driving test consists of 4 exercises including figure-eight riding, straight-line riding, slalom riding, and hill riding.
Some notes when taking the practical driving test for foreign nationals
The practical test will be conducted on the test ground's motorcycle, equipped with automatic scoring chip.
During the test, focus on listening to the examiner calling your name and observing.
Maintain a moderate speed, averaging 10km/h.
After completing the 4 exercises, return the motorcycle to the starting point, return the helmet, and do not turn off the engine.
The total score for the practical test is 100, achieving 80 points or above indicates completion of the test. If you fail, return home and wait for the next round of testing.
Step 3: Handing over the driver's license to foreign nationals
If you perform well in both the theory and practical tests, you will receive your driver's license within 7-10 days at the unit where you submitted the initial application.
