Bringing dangerous items into restricted areas must comply with the regulations in Article 33 of Circular 13/2019/TT-BGTVT. Specifically:
- The handling, management, and use of dangerous items in restricted areas must be specifically regulated in the security program, aviation security regulations based on the list of prohibited or restricted dangerous items on board issued by the Civil Aviation Authority of Vietnam.
- Units using dangerous items as tools for the work of agencies, units in restricted areas such as terminals, airports must register with the aviation security control force and be responsible for inspecting, monitoring aviation security in that area.
- Units using dangerous items as tools for the work of agencies, units in restricted areas must organize management and be responsible for managing, using, ensuring security and safety of dangerous items specified in this Article.
Security monitoring, patrolling, guarding in restricted areas is carried out according to the regulations in Article 35 of Circular 13/2019/TT-BGTVT. Specifically:
- The aviation security control force must continuously monitor passengers, individuals, vehicles in restricted areas through appropriate measures to detect suspicious behavior, timely prevent violations; inspect, handle unconfirmed luggage, items and implement other aviation security measures.
- The aviation security control force must conduct patrols, guards to timely prevent people, vehicles, livestock from entering restricted areas or violating security and safety regulations in aviation.
- At airports shared between civil and military uses, the aviation security control force must agree in writing with the military unit stationed at the airport to conduct patrols, guards, protect the adjacent area between the civil aviation area and the military area.
