Based on Section IV Joint Circular 10/2000/TTLT-BTM-BTC-BCA-BKHCNMT, there are regulations on poor quality goods as follows:
1. Goods with one of the following signs are considered poor quality goods:
1- Goods have use value and utility but the quality indicators and components are not complete as announced on the product label or in advertising and marketing, but do not cause harm to production or health. people, animals, plants or environment.
2- Goods that have one of the quality criteria on the list of mandatory application that is lower than the announced minimum quality level, but do not cause harm to production, human health, animals, plants or the environment , environment.
3- Goods whose actual quality is lower than the level stated on the goods label or advertised but not harmful to production or human, animal or plant health.
4- Old goods are refurbished, repaired and then counterfeited as new goods to deceive customers and sold at the unit price of new goods.
5- The goods have been added with impurities or other materials that change the quantity of the goods, but do not cause harm to production, human health, animals, plants or the environment.
