What is climate change response? Detailed regulations on climate change adaptation?
Climate change is a major global challenge that requires countries to have effective response and adaptation strategies. Pursuant to Clause 32, Article 3 of the Law on Environmental Protection 2020, there are provisions on climate change response as follows: it is human activities to adapt to climate change and reduce greenhouse gas emissions.
1. Detailed regulations on climate change adaptation
Pursuant to Article 90 of the Law on Environmental Protection 2020, regulations on adaptation to climate change are as follows:
- Climate change adaptation is activities aimed at enhancing the resilience of natural and social systems, minimizing the negative impacts of climate change and taking advantage of opportunities brought about by climate change.
- Climate change adaptation content includes:
+ Assess the impacts, vulnerability, risks, losses and damages caused by climate change on sectors, regions and communities based on climate change scenarios and socio-economic development forecasts;
+ Implement climate change adaptation activities, disaster risk reduction, community-based and ecosystem-based climate change adaptation models; respond to rising sea levels and urban flooding;
+ Develop and deploy a system to monitor and evaluate climate change adaptation activities.
- The Ministry of Natural Resources and Environment shall preside over and coordinate with ministries and ministerial-level agencies with the following responsibilities:
- Organize the implementation of the provisions at Point a and Point c, Clause 2, Article 90 of the Law on Environmental Protection 2020;
+ Submit to the Prime Minister for promulgation the National Plan for Climate Change Adaptation and periodically review and update it every 5 years; a system for monitoring and evaluating climate change adaptation activities at the national level; criteria for determining investment projects and climate change adaptation tasks under the approval authority of the Prime Minister; criteria for assessing climate risks;
+ Guidelines for assessing impacts, vulnerability, risks, losses and damages due to climate change;
+ Develop and organize the implementation of the National Plan for Climate Change Adaptation;
+ Develop and implement a national system for monitoring and evaluating climate change adaptation activities.
- Ministries, ministerial-level agencies and provincial People's Committees have the following responsibilities:
+ Implement the contents specified in Point b, Clause 2, Article 90 of the Law on Environmental Protection 2020 according to the provisions of this Law and other relevant legal provisions; organize the assessment of impacts, vulnerability, risks, losses and damages caused by climate change; annually synthesize and send reports to the Ministry of Natural Resources and Environment;
+ Develop and organize the implementation of monitoring and evaluation of climate change adaptation activities at the sectoral and local levels within the management scope of the sector and field.
2. How to adapt to climate change?
Clause 2, Article 90 of the Law on Environmental Protection 2020 stipulates on adaptation to climate change as follows:
+ Assess the impacts, vulnerability, risks, losses and damages caused by climate change on sectors, regions and communities based on climate change scenarios and socio-economic development forecasts;
+ Implement climate change adaptation activities, disaster risk reduction, community-based and ecosystem-based climate change adaptation models; respond to rising sea levels and urban flooding;
+ Develop and deploy a system to monitor and evaluate climate change adaptation activities.
Thus, to adapt to climate change, it is necessary to promote and launch projects to respond to climate change, protect the surrounding living environment in each locality, raise people's awareness through media channels, and many measures will be deployed in the future to recreate a fresh atmosphere, a "green-clean-beautiful" environment.
