This article addresses the question of whether Overseas Vietnamese are eligible for a Vietnamese passport, providing detailed information on the necessary conditions and procedures. This is a useful source of information for foreigners and Overseas Vietnamese who want to learn about rights and procedures related to applying for a Vietnamese passport. The article will help you understand the current regulations and best prepare for this process.
A Vietnamese passport, also known as a Vietnamese passport, is a document owned by the State, issued by the competent authority of Vietnam to Vietnamese citizens to use for emigration, immigration, nationality certification, and personal identification.
Thus, holders of Vietnamese passports can exit and enter Vietnam through its border gates. And when Vietnamese citizens enter another country, they must present their passport to prove their nationality and identity to the entering country, along with a visa (legal evidence confirming that the entering country allows you to enter or exit the country).
According to Article 2(2) of Circular 73/2021/TT-BCA, passports come in the following models:
- Diplomatic passport: dark red cover.
- Official passport: dark green cover.
- Ordinary passport: light blue cover.

Overseas Vietnamese are Vietnamese people who settle abroad. Therefore, when settling down, Overseas Vietnamese will have their ID card (now a citizen identification card) revoked and their name removed from the household registration book. As a result, Overseas Vietnamese will no longer have or be able to obtain a Vietnamese passport when settling abroad. However, under Vietnam's current policy, Overseas Vietnamese can be issued a Vietnamese passport when they meet the conditions specified in Section 3 below.
With a passport, Overseas Vietnamese will have the following advantages:
- Convenient entry into Vietnam without the need for a visa;
- No time limit on stays in Vietnam;
- Easy registration for permanent residency in Vietnam or dual nationality registration.

To be issued a Vietnamese passport, Overseas Vietnamese must meet the following conditions:
♦ Have not completed the renunciation of Vietnamese citizenship procedure;
♦ Have documents proving Vietnamese nationality issued by the competent authority of Vietnam such as:
- Birth certificate;
- ID card;
- Travel document;
- Or other documents issued by the competent authority of Vietnam for Vietnamese citizens from 1945 until before July 1, 2009, which include information on Vietnamese nationality or related to nationality, Vietnamese citizens.
