According to Vietnam Land Law 2024, can foreigners be issued red books?

Pursuant to Article 4 of the Land Law 2024, nForeigners who are people of Vietnamese origin are allocated land, leased land, and have land use rights recognized by the State; If you are using land stably and are eligible for a land use right certificate, you will be granted a land use right certificate.

In cases where foreigners are not of Vietnamese origin, they will not be granted land use rights certificates.

Pursuant to Clause 1, Article 136 of the Land Law 2024, district-level People's Committees issue land use rights certificates to domestic individuals and Vietnamese people residing abroad who are Vietnamese citizens.

Land users have the following general rights:

- Be granted a certificate of land use rights and ownership of assets attached to land when all conditions are met according to the provisions of land law.

- Enjoy the fruits of labor and investment results on legally used land.

- Enjoy benefits when the State invests to protect, improve and develop agricultural land.

- Receive guidance and assistance from the State in improving and restoring agricultural land.

- Be protected by the State when others violate your legal rights and interests in land.

- Have the right to change the land use purpose according to the provisions of this Law and other relevant laws.

- Receive compensation, support, and resettlement when the State recovers land according to regulations.

- Complain, denounce, and sue about acts that violate your legal land use rights and other acts that violate land laws.
