Regulations on setting up restricted areas in aviation security control?

Based on Article 31 of Circular 13/2019/TT-BGTVT regulating the establishment of restricted areas in aviation security control as follows:

1. Based on the actual infrastructure and civil aviation operations, the following restricted areas must be established:

a) Passenger area after undergoing personnel and luggage screening awaiting boarding (quarantine area), from the security checkpoint for internal staff before entering restricted areas inside the terminal;

b) Aircraft parking area, take-off and landing taxiways, and other areas within the airport (airport);

c) Checked baggage service area after undergoing aviation security screening to be loaded onto the aircraft (baggage sorting area);

d) Transit passenger area, waiting for connecting flights (transit area);

e) Cargo and mail service area after security screening to be loaded onto the aircraft (cargo sorting, storing, handling, loading area);

f) Guesthouse serving chartered flights, priority flights;

g) Baggage handling area for passengers at arriving terminals;

h) Aircraft maintenance, repair, installation area;

i) Production, processing, food supply area;

j) Fuel storage area for aircraft supply;

k) Airport emergency cargo center; National aviation emergency center;

l) Long-range control center, access control facility, air traffic flow management center;

m) Airport control tower, non-movement control station, air traffic operation information station;

n) Airport power supply, water supply station (outside the restricted area of the terminal, airport);

o) From the checked baggage screening point into the terminal;

p) From the cargo inspection point for transport by aircraft into the terminal, warehouse;

q) Installation area for central control devices of terminal technical systems, airport, gate access control, terminal entrance management, security surveillance with cameras; location of broadcast system control devices, airport, data server location serving airport operations;

2. Based on the above provision, airport operators, controlling agencies, and aviation security control units at the airport shall identify the specific restricted areas and boundaries of each restricted area within the terminal, airport, and restricted areas under the management and operation of individual airport operators when establishing the aviation security program.

3. Based on the above provision, airlines operating at the airport shall identify the restricted areas and specific boundaries of each restricted area under the management and operation authority for areas outside the terminal, airport when establishing the aviation security regulations; non-movement service providers, cargo handling facilities shall identify and establish the restricted areas and specific boundaries of each restricted area for areas not belonging to the airport when establishing aviation security regulations.

4. In the case of needing to enhance aviation security at the airport or to protect the site or to serve civil aviation operations, if necessary, to temporarily establish new restricted areas, the airport security control unit shall propose to the airport operator the establishment and immediately notify the Airport Authority, and other relevant agencies operating in that area. The temporary establishment of restricted areas must meet the following requirements:

a) With a time limit;

b) With a hard or soft fence as boundaries; appropriate warning signs;

c) With an aviation security checkpoint and deployment of aviation security control officers for inspection and monitoring during the establishment period;

d) With appropriate aviation security measures;

e) If the temporary establishment of restricted areas exceeds 24 hours, written consent from the Civil Aviation Administration of Vietnam must be obtained.

5. The establishment of restricted areas and the application of aviation security inspection and monitoring measures for each restricted area must be suitable with the aim of ensuring aviation security and not obstructing normal activities at the restricted areas. The agency establishing restricted areas must have warning signs "RESTRICTED AREA" placed at appropriate, easy-to-observe positions between the restricted area and public areas.

+ Trung tâm kiểm soát đường dài, cơ sở kiểm soát tiếp cận, trung tâm quản lý luồng không lưu; Đài kiểm soát tại sân bay, trạm ra-đa kiểm soát không lưu, trạm thông tin điều hành bay; Trạm cấp điện, cấp nước của cảng hàng không, sân bay (nằm ngoài khu vực hạn chế nhà ga, sân bay);

+ Khu vực từ điểm soi chiếu hành lý ký gửi vào bên trong nhà ga; Khu vực từ điểm soi chiếu hàng hóa, bưu gửi để vận chuyển bằng tàu bay vào bên trong nhà ga, nhà kho;
