Which agency has the authority to issue a Certificate of Copyright Registration?

According to the provisions of Article 51 of the 2005 Law on Intellectual Property, Article 2 of the 2009 amended Law on Intellectual Property, Clause 83, Article 1 of the 2022 amended Law on Intellectual Property (Effective from January 1, 2023), the authority to grant Certificates of copyright registration and Certificates of registration of related rights is stipulated as follows:

1. The state management agency of copyright and related rights has the right to issue Certificates of copyright registration and Certificates of registration of related rights.

2. The competent state agency that issues the Certificate of Copyright Registration and the Certificate of Related Rights Registration has the right to reissue, change, or cancel such certificates.

4. The Ministry of Culture, Sports and Tourism prescribes the form of the Certificate of Copyright Registration and Certificate of Related Rights Registration.

Accordingly, the competent authority to issue the Certificate of Copyright Registration is the state management agency of copyright and related rights.
