According to Article 32 of Circular 13/2019/TT-BGTVT, the regulations for entering, exiting, and operating in restricted areas are as follows:
- Individuals and vehicles must have an aviation security control card or permit to enter, exit, and operate in restricted areas.
- The card must be worn on the front chest to ensure that the front of the card is visible during operations in restricted areas, except as provided in Article 30.4 of Circular 13/2019/TT-BGTVT; the permit must be kept in the cockpit or in a visible area of the vehicle.
- Individuals, belongings, and vehicles entering restricted areas must use the designated gates, comply with security, safety, and operational regulations in the restricted area, and undergo appropriate aviation security checks and monitoring.
- Individuals using short-term aviation security control cards must be escorted when entering and operating in isolation areas and must be supervised when entering and operating in other restricted areas.
Supervisors and escorts must have a valid long-term airport security control card that belongs to one of the following categories:
+ Individuals who regularly work in the restricted areas of the requesting agency for short-term cards;
+ Personnel of the agency managing the restricted areas; regularly operating units in the restricted areas;
+ Aviation security control forces, Airport Customs.
