• Land use planning needs to be complied with, ensuring environmental safety issues. Specifically, natural resources need to be exploited in a reasonable and scientific manner. This planning process needs to protect the marine environment.
• Plans for using planned land need to be expressed transparently and publicly. Accordingly, before planning, the planning unit needs to get people's opinions on changing land use purposes. After planning, land use planning needs to be approved and publicly announced.
