According to the regulations at Point 2.2, Section 2 of the National Technical Standards QCVN 34:2018/BLDTBXH on Occupational Safety when working in restricted spaces, the regulations when entering and leaving restricted spaces are as follows:
2.2.1. Employers or direct managers at production facilities must ensure completion of risk assessment and control of hazardous factors, harmful to humans before granting permission for people to enter restricted spaces. If the risk assessment results show that there is a high risk in the restricted space, which may cause death, injury, poisoning to humans when entering that restricted space, solutions to mitigate the risks must be in place.
2.2.2. No one is allowed to enter a restricted space without permission from the responsible person in the unit.
2.2.3. The entrance to the restricted space must be marked with warning signs of the hazardous area and prohibited individuals who are not related to the task. When there is no one inside and the guard is absent, the entrance to the restricted space must be appropriately blocked to prevent unauthorized individuals from entering.
2.2.4. Sufficient lighting must be ensured for people working inside the restricted space.
2.2.5. Natural ventilation or adequate supply of clean air must be ensured in the restricted space before and during the work process inside. Otherwise, direct provision of respiratory air to each worker in the restricted space must be guaranteed.
Ventilation and air supply in the restricted space must come from a clean air source outside.
The exhaust air from inside the restricted space must not be harmful to outside workers, and the surrounding area of the restricted space.
2.2.6. No one is allowed to enter a restricted space without completing safety measures.
2.2.7. Stop work in the restricted space, revoke the permit
- When the air quality or hazardous factors pose a risk of death, injury, exhaustion, occupational diseases to workers, the space guard or other relevant individuals must report to the supervisor, temporarily suspend work, ensure safety for those inside the restricted space, and immediately inform the permit issuer.
- Upon receiving the report, the permit issuer must stop work and revoke the permit issued for that work.
2.2.8. When work in the restricted space is completed, the supervisor, commander, and permit issuer must confirm the completion of the work to close the permit.
