Rules of conduct for leaders and managers of medical facilities according to Article 7 Circular 07/2014/TT-BYT as follows:
1. Things to do:
+ Assign work to each official in the unit publicly, reasonably, and in accordance with the duties and professional capacity of each civil servant and public employee according to the provisions of law;
+ Urging and inspecting the performance of public duties, tasks, professional ethics, communication and behavior of civil servants and public employees under their management authority; Timely reward civil servants and public employees with achievements, strictly and objectively discipline civil servants and public employees who violate the provisions of law;
+ Firmly grasp the identity, thoughts, and aspirations of civil servants and public employees to have appropriate usage and management methods for each subject to promote the abilities, experience, creativity, and initiative of each individual. personnel in performing official duties and assigned tasks;
+ Implement democratic regulations at the grassroots, create conditions for learning, improve qualifications and promote creative thinking and initiatives of each civil servant and public employee;
+ Respect and create trust for civil servants and public employees when assigning tasks; have a plan to monitor, inspect and create favorable conditions for civil servants and public employees to perform their duties and public duties well;
+ Listen to feedback from civil servants and public employees; protect the honor, legal and legitimate rights and interests of civil servants and public employees of the management unit;
+ Build and maintain solidarity and cultural environment within the unit.
2. Things not to do:
+ Autocratic, domineering, paternalistic, looking down on subordinates, not being a role model, saying words that do not match actions;
+ Rewarding and handling violations without objectivity;
+ Obstructing or improperly handling the process of resolving complaints and denunciations; reveal the full name, address, autograph or other information about the accuser;
+ Things related to production, business, and human resource work specified in Law on prevention and combat of corruption, Law to practice thrift and combat waste and other things as prescribed by law and issued by competent authorities.
